Intoxicated pedestrian walking in freeway traffic lanes

As discussed during the dispatch call, officers responded to reports of a possibly intoxicated man in black clothing walking in the center divider and traffic lanes on a freeway near Campus Avenue in Upland. The reporting party said he was yelling at passing vehicles and acting strangely.
