Woman acting erratically in parking lot with flat tire

As discussed during the dispatch call, deputies were dispatched to a parking lot on Second Street where a woman was reportedly acting erratically near a package store. A caller reported the woman appeared intoxicated and had a blown tire while sitting in a black SUV.
