Welfare check on possibly intoxicated man

As discussed during the dispatch call, officers conducted a welfare check near Gettysburg Avenue and Abington Avenue for a man with dark hair and a beard, wearing light-colored clothing and carrying a bag, who was reported to be wandering in the area and possibly intoxicated.
