Man causing disturbance at apartment near Kraus Park

As discussed during the dispatch call, dispatch received a report of a man running in the roadway and around an apartment building near Kraus Park, across from an address on Cherry Street. The caller said he was going up and down steps, banging on doors, and later sitting on the side of the building.
