CHP states just north of Woodbridge, visible from the freeway, caller-advised, CHP that they called (name withheld) male 60s blue pants, hanging onto a fence. He didn't look like a homeless type but was acting 584B[1], and CHP had extended 901[2]. This is possibly related to a 901, but unknown. I'll show you both about.
