Suspicious person seen on unattended boat at harbor

As discussed during the dispatch call, deputies responded to a possible suspicious activity report at Island City Harbor in Sabula, where a red, white, and blue boat named 'Mississippi Two' was observed with a person on board. The boat’s owner was reportedly out of state.
