Driver smoking cannabis and swerving on roadway

As discussed during the dispatch call, dispatch received text messages to 911 about a white Toyota Matrix near North Main Street in Rutland, where someone was reportedly smoking cannabis in the car and then swerving on the road in an unknown direction of travel.
