Man harassing people outside Point of Rocks Library

As discussed during the dispatch call, deputies responded to a report of a man changing clothes, talking to himself, and apparently harassing people in the parking lot of a library near Bowndor Creek Pike in Point of Rocks. Later radio traffic referenced possible offender information for the trespassing complaint.
