Young child found outside in minimal clothing

As discussed during the dispatch call, officers in Orange Cove conducted a welfare check on a young child reportedly outside near 9th Street and E Street wearing only a shirt and diaper. A reporting party waited nearby in a dark gray Honda minivan and later remained with the child, who appeared to have multiple bites and came from a residence in poor condition. A man eventually took the child back into a nearby home, and the child was turned over to EMS.
