Transient male throws sign and walks in traffic at store

As discussed during the dispatch call, a welfare check was requested at the King Soopers on West Dillon Road for a transient male who threw a sign at a vehicle, was walking in traffic, throwing items, and yelling. The male appears to be under the influence and is described as wearing a backwards black hat and tie-dye clothing.
