Man reportedly arguing with juvenile inside Magnolia Avenue apartment

A caller reports a Hispanic man in his 40s arguing loudly with a juvenile girl (about 10–12) inside an apartment; the juvenile was heard saying she wants to call her mother but the man won’t let her.
