Kayak capsizes at Highline Lake state park lagoon

As discussed during the dispatch call, responders conducted a possible water rescue near the east side of a lagoon at a state park after a one-person kayak carrying two people capsized and one person reportedly fell into the breakwater. Units on a rescue boat were able to get at least one person on board and were working to assist both individuals.
