Unresponsive man found in parking garage stairwell

As discussed during the dispatch call, dispatch received a report of a man lying unresponsive in a stairwell of a parking garage near the intersection of Clinton Street and Locust Street, across from nearby businesses. Emergency units were dispatched to check his condition.
