Person yelling at people near Babbio Center

Reported that an individual in a navy blue suit, short hair, dark skin, possibly Indian, was yelling at people and people that were not there.

She's concerned that due to his erratic behavior,

he walked up.

Walked across, I guess, and across River Terrace, and went into the entrance of the Babbio Center from River.

Reason.
