Crane with loose hook causes traffic backup near plant

As discussed during the dispatch call, dispatchers reported a large white crane near the Kingston Steam Plant that apparently cut off another vehicle while its hook was swinging unsecured, leading to a traffic backup near exit 352. Units and state transportation crews were sent to help manage traffic around the partially blocked off-ramp and roadway.
