Unresponsive man gasping near Evans Street, patient stable

As discussed during the dispatch call, emergency crews responded to a medical call near Evans Street for a reportedly unresponsive man. The panicked caller was also having trouble breathing, and there may have been two patients. Police were on scene and managing a dog while medics assisted. The patient was later reported to be awake and talking.
