He thinks they might be on something and haven't moved for the past 20 minutes or so. He said both vehicles had out of state plates, but he was unable to get the plate number. Amazon delivery vehicle and a darker Toyota Corolla. I've been parked there for about 20 minutes or so. Two males, one's a Hispanic male, one with a white male with a beard and some sort of head covering. It appears that their eyes are rolled back.
