Man opens back door of occupied vehicle

As discussed during the dispatch call, dispatch received a report of a suspicious man near Graham Street who opened the back door of a woman’s vehicle while she was sitting inside, said it was an accident, and then left the area. The man was described as wearing sweatpants and a black hat and may be incapacitated.
