Bags of cans reported stolen from Water Street building

As discussed during the dispatch call, a caller reported that three bags of cans were apparently stolen from a public works building near Water Street in Franklin, with ongoing issues of items going missing from vehicles at that location. The caller was no longer on scene when contacting authorities.
