Suspicious man seen walking in driveway on Clay Street

As discussed during the dispatch call, a caller reported a suspicious man seen on a security camera walking up and down a driveway near Clay Street in Fillmore, last seen walking toward city hall. The man was reportedly wearing a white towel around his head and black clothing.
