Man reportedly smoking a pipe in car with children

As discussed during the dispatch call, radio traffic reports a man in a black Honda sedan, last seen eastbound on Route 2, reportedly smoking a pipe (described as a crack pipe in one transmission) while children are in the vehicle. Vehicle was reported coming from near Jerusalem Rd.
