Vehicles throw trash and circle home on Scenic Road

As discussed during the dispatch call, dispatch received a report from a caller near Scenic Road in Corning about a silver car allegedly throwing trash at a house and trucks later driving slowly by and revving their engines. The property owner requested an officer to come to the scene.
