Intoxicated woman refuses help near Elm and Williams streets

As discussed during the dispatch call, a welfare check was requested for an intoxicated female named (person_name withheld) near Elm Street and William Street. She was drinking at Camp's Bar and refused help from the reporting party. No weapons reported. Four other people were with her.
