Side-by-side vehicles reported on roadway

oh what's the problem? I thought based on what I see regularly that utv's and atv's are legal on the roads and any place else they want. Doing donuts at the intersections and in the roads, in parking lots and burning up private property. same applies to the cars and all the burnputsvabd hot breaking. it probably never occurred to these people that not that long ago we had payers and long time property owners wished we had roads that weren't mud up to our axles . now that we finally have good roads, paved even, these morons do this.
