Vehicles doing donuts and blocking traffic

As discussed during the dispatch call, dispatch reports a possible public hazard near Perrin and Tahoe, where two black Jeeps with bright mounted lights are reportedly doing donuts and blocking traffic. The California Highway Patrol was notified.
