Man with altered mental state threatens harm and self-harm

As discussed during the dispatch call, emergency crews responded to a reported altered mental state near South Second Street, where a 23-year-old man who is a quadriplegic was reportedly threatening to harm others and then himself. Law enforcement secured the scene before EMS went in to check on him.
