As discussed during the dispatch call, officers dispatched for a possible welfare check on a male seen stumbling near Morse Avenue close to the YMCA. The individual appears to be a Hispanic male, about 30 to 40 years old, wearing black jeans, a tan shirt, and a baseball hat. A passerby called in the report.
