Elderly female with COPD has breathing difficulty near Vermilion Trail

As discussed during the dispatch call, a 73-year-old female with breathing difficulty and a history of COPD and pneumonia at a residence near Vermilion Trail may have refused EMS transport following evaluation. Multiple ambulance units were paged but later canceled after patient declined transport.
