Vehicle doing donuts near parked truck by riverfront

Can you be around to the riverfront near the boat landing, Oregon Street Landing? I have a man that's on the water fishing in the river and he's got his truck parked on Morgan's on the Berwick side and there's a dark jeep doing donuts.
