Man with pocket knife disturbing traffic and people

As discussed during the dispatch call, officers respond near Bellevue Way Southeast in Bellevue for a disturbance involving a man yelling at people, jumping in front of cars, and reportedly holding a pocket knife. Radio traffic indicates he may have stabbed a bicyclist, but he is not currently threatening others with the knife.
