Driver reported speeding and harassing resident

As discussed during the dispatch call, dispatch received a report from a caller at a residence near 8th Street about a known man repeatedly driving around the block, speeding, and apparently harassing the caller as he passed. An officer was sent toward the area, and the man was later seen driving back toward his home near Highway 7.
