Caller says he believes what is a group of miners were in that area, smoking marijuana and talking about going down to the river. He initially said he was concerned because they would have to cross the tracks to go to the river. However, the trails actually do go over those to get down there. Then it turns out he revealed to our call taker that they mouseed off to him because he was taking pictures of these subjects. And he then decided he was going to call in on them.
