Person threatens self-harm with knife at Waterloo home

As discussed during the dispatch call, dispatch received a report of a possibly suicidal person at a residence in Waterloo. A caller said her adult son was threatening to kill himself with a butter knife and appeared to have superficial cuts on his arms. Law enforcement units and fire and rescue were sent to the scene, with rescue crews waiting nearby until officers confirmed it was safe for them to come inside. In a separate call, officers were also sent to an apartment complex for a possible disturbance involving a woman screaming, barking dogs, and suspected substance use, with an anonymous caller providing a callback number.
