Motorcycle group blocking westbound off-ramp

As discussed during the dispatch call, dispatch received a report of a large group of motorcycles, including multiple Harley-Davidson bikes, pulled over near a westbound off-ramp by Central in the Truckee area, possibly impeding traffic.
