Distressed juvenile located at rural Rose Hill property; possible foster-home abuse allegation

As discussed during the dispatch call, deputies are responding to a rural property in the Rose Hill area after a concerned citizen reported a distressed 13–14-year-old who arrived at the property. Follow-up information suggests the juvenile may be a foster placement alleging possible abuse or neglect at a foster home, but the location of the alleged abuse was not known at the time of the radio traffic.
