Bicycle with umbrella creates traffic hazard

As discussed during the dispatch call, dispatch received a report from near a restaurant on Harbor Boulevard in Port Charlotte about a bicycle with an umbrella that reportedly nearly caused a traffic accident and forced vehicles to swerve. The bicycle was later seen pulled into the restaurant area.
