Man with bags reported on private property

As discussed during the dispatch call, deputies responded to a report of a suspicious man sitting with multiple bags on private property near East Main Street, then reportedly sitting on a vacant lot on Ross Street. The man was described as on foot, shirtless, and around 30 years old.
