Person given Narcan for suspected overdose at Avenue E

As discussed during the dispatch call, emergency crews responded to two possible cardiac arrest incidents, one near Avenue E and another near Franklin Avenue. In the first call, a female caller was heard screaming and reported giving someone Narcan, with police already on scene. The second call involved a welfare check for an older man who had not been heard from in about a month and was later found unresponsive and discolored.
