Man fell, hit head, and can't feel legs on highway

As discussed during the dispatch call, emergency units were dispatched to a location on State Highway 79 for a reported 60-year-old man who apparently fell, hit his head, and could not feel his legs from the knees down. Responders were advised that the door was locked and a K-9 was present on scene.
